Fourth Title. Of the Local Corporations
Article 131
The Local Corporations are institutions with their own legal personality, in charge of the government and administration of the regions, provinces, districts, and municipalities. They promote the plans and programs of economic and social development in their respective territories in accordance with the law.
Article 132
- The Local Corporations contribute to the fulfillment of the functions of the objectives of the State [,] which are established by this Fundamental Law [,] and they may only be created, modified, or suppressed by law.
- The law determines the competencies, the functioning, the jurisdiction and the composition of the Local Corporations.
