SCHEDULE 2. Region or State Legislative List (Refer to Section 188)

1. Finance and Planning Sector

1. The Region or State budget;
2. The Region or State fund;
3. Land revenue;
4. Excise duty (not including narcotic drugs and psychotropic substances);
5. Municipal taxes such as taxes on buildings and lands, water, street lightings and wheels;
6. Services of the Region or State;
7. Sale, lease and other means of execution of property of the Region or State;
8. Disbursement of loans in the country from the Region or State funds;
9. Investment in the country from the Region or State funds;
10. Local plan;
11. Small loans business;
12. Investment that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
13. Insurance that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
14. Income tax that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
15. Commercial tax that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
16. Domestic and Foreign loans that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
17. Acquisition of property that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
18. Foreign aid and financial assistant that have the right to be undertaken for the Region or State in accordance with the law enacted by the Union.

2. Economic Sector

1. Economic matters undertaken in the Region or State in accord with law enacted by the Union;
2. Commercial matters undertaken in the Region or State in accord with law enacted by the Union;
3. Co-operative matters undertaken in the Region or State in accord with law enacted by the Union;
4. Hotels and lodging houses that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union; and
5. Tourism that has the right to be undertaken by the Region or State in accordance with the law enacted by the Union.

3. Agriculture and Livestock Breeding Sector

1. Agriculture;
2. Protection against and control of plants and crop pests and diseases;
3. Systematic use of chemical fertilizers and systematic production and use of natural fertilizers;
4. Agricultural loans and savings;
5. Dams, embankments, lakes, drains and irrigation works having the right to be managed by the Region or State;
6. Fresh water fisheries;
7. Livestock breeding and systematic herding in accord with the law enacted by the Union;
8. Reclamation vacant, fallow and virgin lands that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
9. Registration of documents that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
10. Agricultural research that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
11. Marine Fisheries that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union; and
12. Agriculture and Meteorology that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union.

4. Energy, Electricity, Mining and Forestry Sector

1. Medium and small scale electric power production and distribution that have the right to be managed by the Region or State not having any link with national power grid, except large scale electric power production and distribution having the right to be managed by the Union;
2. Salt and salt products;
3. Cutting and polishing of gemstones within the Region or State;
4. Village firewood plantation;
5. Recreation centers, zoological garden and botanical garden;
6. Setting ratios on natural resources production that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
7. Small and casual mining that have the right to be undertaken by the Region or State in accordance with the law enacted by the Union;
8. Safety of mine workers, environmental conservation and restoration that have the right to undertaken in the Region or State in accordance with the law enacted by the Union;
9. Small jewelry and small jewelry businesses that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
10. Others Woods expect Teak and group (1) (where group 1 includes Thitya, Ingyin , Pyinkado, Padauk, Thingan-net, Tamalan) that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union; and
11. Environmental protection and conservation including wildlife, natural plants and natural area that have the right to be managed in the Region or State in accordance with the law enacted by the Union.

5. Industrial Sector

1. Industries other than those prescribed to be undertaken by the Union level;
2. Cottage industries; and
3. Industrial zones that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union.

6. Transport, Communication and Construction Sector

1. Ports, jetties and pontoons having the right to be managed by the Region or State;
2. Roads and bridges having the right to be managed by the Region or State;
3. Systematic running of private vehicles within the Region or State;
4. Maintenance of waterways that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
5. Development of water resources and rivers and streams that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
6. Shipbuilding, repair and maintenance that have the right to be undertaken by the Region or State except managed by the Union;
7. Air transport that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union; and
8. Housing and buildings that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union.

7. Social Sector

1. Matters on traditional medicine not contrary to traditional medicine policies prescribed by the Union;
2. Social welfare works within the Region or State;
3. Preventive and precautionary measures against fire and natural disasters;
4. Stevedoring;
5. Having the right of management by the Region or State, the following:
   1. preservation of cultural heritage;
   2. museums and libraries.
6. Theatres, cinemas and video houses;
7. Exhibitions such as photographs, paintings and sculptures;
8. Basic education school management that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
9. Philanthropic hospitals and clinics, private hospitals and clinics that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
10. Prevention from adulteration, manufacture and sale of foodstuffs, drugs, medicines and cosmetics that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
11. Welfare of children, youth, women, disable people, the aged and homeless that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union;
12. Relief and rehabilitation that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union; and
13. Literature, dramatic arts, music, traditional arts and crafts, cinematographic films and videos that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union.

8. Management Sector

1. Development matters;
2. Town and housing development;
3. Honorary certificates and awards;
4. Management of excise tax that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union; and
5. Border Area Development and Rural Development activities that have the right to be undertaken in the Region or State in accordance with the law enacted by the Union.
